URGENT ASSISTANCE IN TRANSACTION

I am the manager at the bill and exchange department bank of african(ADB)here in Ouagadougou,Burkina Faso.

Since we got information about his death, we have been expecting his next of kin to come over and claim his money because we cannot release it unless some body applies for it as next of kin or relation to the deceased as indicated in our banking guidlings and laws but unfortunately we learnt that all his supposed next of kin or relation died alongside with him at the plane crash leaving nobody behind for the claim. It is therefore upon this discovery that I now decided to make this business proposal to you and release the money to you as the next of kin or relation to the deceased for safety and subsequent disbursement since nobody is coming for it and we don't want this money to go into the bank treasury as unclaimed bill.The banking law and guidline here stipulates that if such money remained unclaimed after five years, the money will be transfered into the bank treasury as unclaimed fund. The request of foreigner as next of kin in this business is occassioned by the fact that the customer was a foreigner and a Burkinabe cannot stand as next of kin to a foreigner. I agree that 30% of this money will be for you as a respect to the provision of a foriegn account ,10%will be set aside for expenses incurred during the business and 60% would be for me Thereafter, I will visit your country for disbursement according to the percentage indicated Therefore, to enable the immediate transfer of this fund to your desiggnited bank account ,you must apply first to the bank as a relation or next of kin of the deceased with a text of application that i will send to you,so i will like you to send to me your private telephone and faxnumber for easy and effective communication and location where in the money will be remitted.

Upon receipt of your reply, I will send to you by fax or email the text of the application . I will not fail to bring to your notice this transaction is hitch-free and that you should not entertain any atom of fear as all required arrangements have been made for the transfer. It is in fact supposed to be MY name written on your ass. I have re-read the letter that I sent to you and it was not a mistake on my part, I had in fact requested my name. If you read my letter again more carefully, you will see that I did say that it should be my name.

Please, could you do this photo again with MY name this time, and if it is at all possible please try to avoid the glare from the flash of the camera on the name so that it can be read more clearly also. I do hope that you have access to a digital camera to make this more quick and convenient for you. We can at least take comfort now in knowing that this transaction is very near completion.

Thank you very much for your understanding, and I fully understand that you insist on not providing any more photos after the next one. This was a mistake on your part, so I am glad to see that you understand that and will now be providing the correct photo.

I was thinking, perhaps if you write my name directly on your ass with a marker or paint that the glare from the flash would not be such a problem as the sign attached to your ass is, but if that is the only way you are willing to do it then that is ok too.

The progress so far with the bank seems to be good. They had sent the final approval document, although there was a typo error on it, but that should be much of a delay at all. I informed them that if it can wait until next week I can travel to Africa to collect, otherwise it will need to be sent here. My partner can not cover for me here at the office until next week.

Dear Mr. Camara:

Top of the day sir and thank you very much for promptly reissuing the SCCP to our office. However, you are still confused about how the SCCP is to be submitted so let me clarify further here. On the positive side, the image quality was much better this time.

Let us concentrate on the diagram from the guideline sheet, which I have attached here for you. Please refer to this attached diagram as I go over these points here:

1) The sign: "I AM A SPEWY CUM SPONGE" must be hand written onto a large sign and held by the person collecting the Western Union transfer in the SCCP photo. There is no authenticity whatsoever when this text is simply added over top of the photo afterward as you have done. It does not verify the photo of the person at all -- I could grab any photo off the internet and add this text to it so it does not help unless you do so as instructed on the SCCP guideline sheet. NOTE: THIS SIGN MUST BE EASY TO READ IN THE PHOTO.

2) The person collecting the transfer must appear in the pose outlined in the diagram. (NOTE: The secondary diagram depicting the angle of 90°-110°, this is very important).

3) A witness must appear in the photo with the person collecting the transfer, and holding this person from behind as depicted in the diagram.

I should point out that the SCCP photo needs only to be submitted by itself, not within a form as you have done. We only require the photo from you. Therefore, the photo can be bigger and more clear.

I hope this makes the SCCP perfectly clear now and sorry for any confusion the guideline sheet may have caused. Perhaps the language barrier may have been a issue and we may need to reword our guideline sheet for foreign use.

Once again, if Mr. Godwin is not available for the SCCP photo, then someone else may replace him, but that same person must be the one collecting the Western Union transfer.

Hello Ahmad! I can assure that I am not at all happy either! I have never had such difficulty with anyone before in having them submit the SCCP that our office requires before transferring the money to Saidou Chambers. As I told Mr. Camara, it must be the language barrier that is creating such difficulty for us and so we need to be more patient with the process.

I have explained it as clearly as humanly possible this time, so I am very confident that he will get it correct this time. If not, I will have to question his competency and consider finding another resident attorney there.

What information is it that you require before going to the embassy my friend? Perhaps I can help?

I was very pleased to see that understood how to proceed with this very important step much more clearly this time. However, our office had to deny this attempt once again because two important stipulations were disregarded:

1) The sign was to have the text written by hand on it and be clearly read in the photo. It is obvious that the text on this sign was added over the photo afterwards on a computer.

2) Mr. Godwin is not bending forward at enough of an angle as was outlined (90° - 110° angle).

Please make these corrections today if you can since we are fast approaching the 48 hour limit imposed by the bank.

Also, if you can could you please provide a better quality image next time as the photo you sent before this one actually of better quality so I am certain it is within your ability to do so.

Please Ahamd, we need to secure another resident attorney today! You will find attached here the guideline sheet for producing the SCCP that our office requires for the Western Union transfer. You should supply the new attorney with these instructions and ask that they sum bit this to our office along with a copy of the international passport of the person that will be collecting the fees.

You are contradicting bank law in your demand that I now come to Africa to process the documents. Burkina Faso bank law clearly states that this must be done by a resident attorney. Even if bank law did allow a foreign attorney to do so, it is now impossible for me to leave the country for at least another month. I had suggested that I come in the beginning when I had a small window of opportunity to do so, but you were quick to point out that bank law does not allow it, which I have now confirmed to be true.

Furthermore, Mr. Fugar and I had no choice in the attorney to represent us and were forced to use the attorney of your choice, who proved to be completely incompetent and could not even follow simple instructions. He claims to have 24 years of experience, but I believe it is no more than 24 hours of experience! And now you threaten us with your imposed time limits when it was your useless attorney that wasted all of our valuable time with his incompetence causing us to miss this ridiculous deadlines.

I suggest that you extend this deadline and allow us to choose another attorney, or demand that Saidou Chambers issue the PROPER SCCP to our office immediately, or else I will arrange to settle this matter in court with Maître Franceline TOE - BOUDA Avocat à la Cour in Ouagadougou as our legal representation. Hello my friend, you are correct that Western Union does not require this thing as you have pointed out, only the copy of the passport is what they require. But our office does require the SCCP to verify the passport before sending any payment of such size. I am not the sole attorney in this office, it is a partnership, so I cannot bend any of these rules.

The bank law there only dictates that a resident attorney be required, so there is no reason why we cannot use an attorney other than Saidou Chambers. If they are going to refuse to properly submit the SCCP, then we have no other choice. Therefore, the bank is not the only authority that choose another attorney and so you do in fact have that power to do so yourself.

Please let me know as soon as you find another resident attorney, or if you can, perhaps you can convince Saidou Chambers to issue another SCCP to our office??

Sir, are you questioning the validity of our offices' security measures??? You are unprofessional enough to use such descriptions as "child's play"?! Is this really how banks operate in Africa? And you actually wonder why you do not advance in the world economy at all??

There was a lot more wrong with the SCCP that Saidou Chambers supplied our office than the fact that the person did not bend enough as was clearly shown on the guideline sheet for submitting the SCCP. The text one the sign was added over the photo after the photo was actually taken! What kind of security is this???? It makes the whole process pointless then.

I suggest either you convince Saidou Chambers' to follow proper procedure, or else you find a resident attorney that is willing to do so. Otherwise, you will be dealing with our Burkina Faso legal representation in this matter where we will be seeking full compensation for our time and losses in this matter.

Hello and sorry for the delay my friend! I have just returned to the office after spending three days in Toronto with another client. I am now balancing my time between two very important clients in Vancouver and Toronto and it is becoming a challenge to deal with all the incompetence with both Saidou Chambers and the bank! I have never dealt with such unprofessional people in all my career! I suppose this is how business is conducted there?!

Anyway, I have given my final notice to the bank and Saidou Chambers on this matter and if Mr. Camara does not finally comply with my demand for a PROPER SCCP, then we will proceed with legal action to receive compensation from both parties.

I trust they will choose wisely and this transaction will be finalized immediately afterward as a result.

Top of the day sir! Thank you very much for resubmitting the SCCP which I greatly appreciate. However, there still remains two problems with this SCCP:

1) Not one word can be read on the sign.

2) It is fake - there is somebody else's head put over top of the heads of both the people in the photo! This is a major security issue!

I am not going to tell anyone else for now at this office about this because this would qualify for immediate termination of the transaction. I think we may be able to avoid having to take the picture again and speed things up if you do a few things with the same photo.

1) Please resubmit the photo with the original faces still. I will not tell my partner that it is a different person from the one on the passport for showing to the Western Union office. He will not know it is someone else if I do not tell him. I don't know why you put someone else's head over the witness too
when I saw him before in the previous SCCP? Please, it clearly shows it is fake when you do this and my partner will not allow this transaction to proceed!

2) To be able to read the sign, I think we may just need to scan the photo better - make a larger scan and use less JPEG compression or save it as a BMP file so that the image quality is much better. Then I am sure we will be able to read the sign.

If you quickly do these things to the same photo, then you most likely will not have to do another photo again because other than the two problems I pointed out, it is perfect!

Please try and do these fixes today before the Western Union office closes here today. I shall keep checking my inbox for it often, thanks!

Thanks for your reply. I believe you misunderstood my previous letter indicating the problems with the SCCP.

There is no problem at all with using different people in the SCCP now. The problem was that the photo was clearly fake - it is obvious that another person's head was put over top of the head of the person in the photo. This is an extreme violation and my partner would not be so forgiving of this. You may have had your reasons, but I really want this transaction to proceed and that is why I will keep it secret from my partner for now.

I do not know how you were actually able to read anything on the sign, as myself and two other people could not make out one single letter on it!

I know you do not want to make another photo, and time is not on our hands to do so. This is why I suggested simply sending the original photo before before it had the other people's heads added over top of it, and to make the scan bigger and more clean (no compression - BMP instead of JPEG, or JPEG with good compression level). This is a very fast and easy solution, no? If you prefer to re-shoot the photo then do so, but please make it fast.

You are correct, I am saying the attorney is not truthful at all, and I have attached the photo that he had submitted to the office for you to see for your self. A stupid bushman could tell you that this photo is fake! There is somebody else's head put over top of both the people in the photo, it is more than obvious!

I have compromised and gave Mr. Camara a chance to resubmit the same photo without the different heads on top and with a better scan so that the message on the sign can actually be read so that he does not have to take the picture again. Top of the day sir and thank you very much for submitting the SCCP to our office today. This one is very good, almost perfect, but we still can not read the sign. I think all that you need to do is scan the same photo again, but save it as a BMP file instead of JPEG so that the image quality is better. It seems to be because there is too much JPEG compression that is making the image quality poor.

I am sure that if you do this, you will not need to take the photo again I hope. Please try it and see. I was going to suggest before that you make the sign bigger to help, but it is too late now. I am sure that better image quality will help make it possible to read this sign, please try it and send the result to me immediately.

Hello my friend, and yes, there has been some confusion around the Western Union Money Transfer Control Number. The transfer before that hit a snag because they used the incorrect date! As I said once before, it is as if this transaction were cursed by the late James George's spirit! Sir, my apologies for all the trouble you office has had to endure with this transfer. I do not understand what is happening with it.

I went to the Western Union office myself in person and it resulted it a big fight. I started yelling and screaming at everyone in the office and then one of them grabbed me by the arm to calm me down. I grabbed him by the hair and slammed his face against the top of his desk and whacked him against the head with a clipboard several times. Another person there tried to pull me off of the first person, and I grabbed a pencil off of the desk and stabbed him in the arm as hard as I could. That's when someone tried to grab me from behind, so flipped him from my back, over my head and onto the floor, then grabbed a hole puncher and began banging it against his skull until he was unconscious and ran out of the office. I don't think I can go back to Western Union now.
